Steve Bloom of Duluth walks his long-haired dachshund Willy on the Two Harbors breakwall Wednesday morning. Bloom said, "I tried to walk early while its cool. There's no cooler place than the breakwall." The National Weather Service forecast for Duluth this afternoon is sunny, with a high near 87.
